Chief Executive Officer, Infocomm Development Authority (IDA)
RADM(NS) Tay was appointed Chief Executive Officer of the Infocomm Development Authority of Singapore (IDA) on 19 November 2007. IDA has the roles of developing a vibrant and competitive information technology and communications industry; master-planning, project-managing and implementing various infocomm systems and capabilities for the Government as the Government Chief Information Officer (GCIO); and spearheading the transformation of key economic sectors, government and society through more sophisticated and innovative use of infocomm, which contribute to enhancing the global economic competitiveness of Singapore.
Prior to joining IDA, RADM(NS) Tay served 25 years in the Singapore Armed Forces (SAF), during which he held various command and staff positions in the Republic of Singapore Navy. He served as the Chief of Navy from 1 April 2003 to 31 August 2007. As Chief of Navy, RADM(NS) Tay led the transformation of the Republic of Singapore Navy into a naval force characterised by cutting-edge technologies and new fighting doctrines, and capable of a broader spectrum of operation.
RADM(NS) Tay was awarded the Singapore Armed Forces Overseas Scholarship in 1982 to pursue undergraduate studies at Oxford University in the United Kingdom, graduating in 1985 with a Bachelor of Arts (First Class Honours) in Engineering Science. He also obtained a Master of Science in Management degree from the Massachusetts Institute of Technology in USA in 1997, under a SAF post-graduate scholarship. RADM(NS) Tay attended the Advanced Management Programme at Insead, France in October 2007. He was awarded the Public Administration Medal(Gold)(Military) in 2005, and the Long Service Medal (Military) in 2007.
