Currently, Peng chairs Infocomm Investments Pte Ltd (IIPL), a venture fund with US$200M under management which promotes innovative information & communication technology businesses in Singapore. He is also an independent board director of SingTel and a strategic consultant to The IBM Company.

Peng is a member of the Board of Trustees of the newly formed Singapore University of Technology & Design. He is on the board of COMPASS (Community and Parents in Support of Schools) and serves as an advisor to the School of Computing at the National University of Singapore.

Peng founded Encentuate in 2002 to provide enterprises digital identity systems. He was an executive at IBM from Encentuate’s acquisition by IBM in March 2008, through May 2009. Prior to founding Encentuate, Peng was the founder and chairman of Interwoven, Inc. (now Autonomy), the leading provider of content infrastructure. He was the president and CEO of Interwoven through 1997, and its chairman through 2002. During his tenure at Interwoven he led the company to a successful IPO (NASDAQ: IWOV). In 2002, for his leadership in building Interwoven into the world’s leading provider of enterprise-class content infrastructure software, Peng was awarded the University of Illinois Urbana-Champaign College of Engineering’s Alumni Award for Distinguished Service.

Before Interwoven, Peng was co-founder and chief architect of Electric Classifieds, Inc.—the creators of Match.com. He has also held various engineering and management roles at Illustra (now IBM Informix), Sybase Inc., and Gensym Corporation. Peng co-authored numerous patents for technologies developed at Match.Com, Interwoven, and Encentuate.

In 2001-2002, Peng served as one of the twenty members of Singapore’s Economic Review Committee. The ERC was a high-level committee whose task was to review the economic plans for the future of Singapore. He was a founding member of the Majulah Connection and contributes to the Action Committee for Entrepreneurship. Peng served on the board of the Infocomm Development Authority of Singapore from 2003 through 2009.

Peng grew up in Singapore. He graduated from the University of Texas at Austin with a Bachelor of Science in Electrical Engineering and received his Master of Science in Computer Science from the University of Illinois at Urbana-Champaign

Ronnie Tay RADM(NS) Ronnie TAY (Member)
Chief Executive Officer, Infocomm Development Authority
(IDA)

RADM(NS) Tay was appointed Chief Executive Officer of the Infocomm Development Authority of Singapore (IDA) on 19 Nov 07. IDA has the roles of developing a vibrant and competitive information technology and communications industry; master-planning, project-managing and implementing various infocomm systems and capabilities for the Government as the Government Chief Information Officer (GCIO); and spearheading the transformation of key economic sectors, government and society through more sophisticated and innovative use of infocomm, which contribute to enhancing the global economic competitiveness of Singapore.

Prior to joining IDA, RADM(NS) Tay served 25 years in the Singapore Armed Forces (SAF), during which he held various command and staff positions in the Republic of Singapore Navy. These include Commanding Officer of the Coastal Patrol Craft RSS Swift Warlord and the Missile Gunboat RSS Sea Lion, as well as Commanding Officer of the 188 Squadron of missile corvettes and Commander First Flotilla; he has also held the appointments of Head of Naval Intelligence Department, Fleet Commander, Head of Naval Operations Department and Chief of Staff – Naval Staff. RADM(NS) Tay was promoted to the rank of Rear-Admiral (Two-Star) on 1 July 2004, and he was the Chief of Navy from 1 April 2003 – 31 August 2007. RADM(NS) Tay returned to the Administrative Service on 5 November 2007 upon the completion of his career in the SAF.

RADM(NS) Tay was awarded the Singapore Armed Forces Overseas Scholarship in 1982 to pursue undergraduate studies at Oxford University in the United Kingdom, graduating in 1985 with a Bachelor of Arts (First Class Honours) in Engineering Science. He also obtained a Master of Science in Management degree from the Massachusetts Institute of Technology in USA in 1997, under a SAF post-graduate scholarship. RADM(NS) Tay attended the Advanced Management Programme at Insead, France in October 2007. He was awarded the Public Administration Medal(Gold)(Military) in 2005, and the Long Service Medal (Military) in 2007.

He is married to Teo Sock Hong, Leah, and they have two sons, Reuben and Benjamin.

Andrew KhawMr. Andrew KHAW (Member)
Senior Director, Industry Development, Infocomm Development Authority (IDA)

Mr Khaw oversees the Industry Development Division as well as programmes for the Small and Medium-sized Enterprises (SMEs) and the Digital Media & Entertainment sectors.

Andrew was the Vice President, New Markets with Ascendas Pte Ltd, leading the company’s business development in markets such as Middle East, North Africa and Russia. Prior to Ascendas, Andrew was with IE Singapore from 2002 to 2007, where he worked closely with companies in the ICT, Electronics & Precision Engineering, Infrastructure, Education and Healthcare sectors. He was instrumental in helping companies in these sectors expand beyond the shores of Singapore.

Among his many achievements at IE Singapore were: the formulation of internationalisation plans for Singapore’s interactive digital media sector and the creation of the S$30million International Partners (iPartners) programme for consortium formation to serve overseas markets.

Before joining IE Singapore, Andrew was with the Economic Development Board (EDB) where he started his career in 1994. During his tenure at EDB, he contributed to promoting investments in the Engineering sector and attracting investors in the US Midwest where he was based for three years.

Andrew graduated from the National University of Singapore with a Masters of Mechanical Engineering in 1993.

Lee Kheng NamMr. LEE Kheng Nam (Member)
Venture Partner, Granite Global Ventures

Mr Lee is currently Chairman of Advantec Pte Ltd, an investment holding company. From March 1995 to February 2004, he was the President of Vertex Management Pte Ltd and executive Director of Vertex Venture Holdings Ltd (VVH), which were wholly-owned subsidiaries of Singapore Technologies Pte Ltd (”ST Group”) engaged in the venture capital direct investment and fund management business. He is currently Chairman of Vertex Management (II) Pte Ltd and Vertex Venture Holdings Ltd. Mr Lee is also Venture Partner of Granite Global Ventures since 2004.

Mr Lee is a director of 2 listed companies - Creative Technology Ltd and China Finance Online Co Ltd. He formerly served on the board of Centillium Communications, Inc, Chartered Semiconductor Manufacturing Ltd, GRIC Communications Inc., ActivCard Corp and Gemplus International S.A. Prior to joining the ST Group, Mr Lee was with the NatSteel group of companies as the Manager of the Project Development Department and the Ministry of National Development where he was Deputy Director of Planning. Mr Lee holds a Bachelor of Science degree in Mechanical Engineering (First Class Honours) from Queen’s University, Canada and a Master of Science degree in Operations Research and Systems Analysis from the U.S. Naval Postgraduate School.

Muhd HanafiahMr. Muhd Hanafiah (Member)
Director (Industry Policy) & Director (Industry Development), Ministry of Information, Communications and the Arts (MICA)

Hanafiah’s job is to formulate policies to grow the infocomm, media and design industries and to harness infocomm, media and design as enablers to boost Singapore’s overall economic competitiveness. He is also responsible for formulating policies that oversee the security and resiliency of the Singapore Government’s ICT systems.

He formerly served as Director of the International Affairs Division at the Infocomm Development Authority of Singapore (IDA). Hanafiah represented the Singapore Government at a number of international organisations, including the APEC Telecommunications & Information Working Group, the Asia Pacific Telecommunity, the ASEAN Telecommunications & IT Meetings, the ASEAN Telecommunications Regulators’ Council, the ITU, the OECD and the World Trade Organization (WTO). His focus was on international ICT-related issues such as trade and investment liberalisation and implementing effective policy and regulatory frameworks for ICT and e-commerce.

In addition, Hanafiah has worked in the area of broadcasting and information policy at the then-named Ministry of Information and the Arts. He also spent more than 2 years on engineering consultancy and project management at the Public Works Department.

Hanafiah studied electrical engineering at Cambridge University, UK.

Saw Ken WyeMr. SAW Ken Wye (Member)
Vice President (Sales & Marketing), Microsoft APAC

Vice-President (Sales and Marketing) for Microsoft in Asia Pacific, Ken Wye Saw is responsible for the sales and marketing functions for the regional operations at Microsoft. Prior to this role, Ken was the President for Southeast Asia for two years since Oct 2004, and had held direct responsibilities for providing strategic direction with Microsoft’s marketing, sales, operational and business development efforts in emerging markets.

Saw Ken Wye was also the General Manager for Communications Sector for Microsoft in Asia Pacific, Greater China and Japan regions from 2001 to 2004 where he was responsible for driving vertical sales strategies for network service providers. This entailed working closely with telecommunication companies, Internet Service Providers and Application Service Providers to take advantage of cost effective Microsoft based solutions. Equally important was his focus on working together with the services providers in creating new markets and services for connected businesses and consumers.

Ken was previously Managing Director of Microsoft Singapore from 1997 to 2001.

Actively involved in the local Singapore IT community Saw serves on the board of the Infocomm Development Authority and on the advisory committees of several Singapore-based institutions of higher education. Saw had also served as the Chairman of the Singapore Infocomm Technology Federation. He was also with the National Computer Board for 14 years, his last appointment there being Assistant Chief Executive (Industry). His notable contributions during his National Computer Board days include playing a key role in driving national projects such as Singapore ONE and IT2000.

Ken graduated from the University of Strathclyde, United Kingdom with a BSC (Hons) in Mechanical Engineering and a MSC in Operational Research.
